Margareth Brundage

Weird Tales is an American fantasy and horror fiction pulp magazine founded by J. C. Henneberger and J. M. Lansinger in late 1922.
The first issue, dated March 1923, appeared on newsstands February 18.

There is a lot to learn about the background of this magazine, as always a lot of attention goes towards articles, stories and writers. If you are interested in more info on this be sure to visit this Wikipedia.

My interest was drawn towards the cover art, more explicit the bondage theme. As far as I could trace it I have added info for the artist.
One of the artists was discovered a few years ago when I created a blog on Vintage Fetish Art for Margareth Brundage.
